It's a routing issue. No , I have no proof that I can show, yet there are strange "things" going on with the USA network infrastructure.

I don't know since I'm not the account holder (shared connection with co-owner of my house) though I should find this out. Well, I just retested and the good times are over:

So, it must've been a glitch or one of those "strange 'things' going on" as mentioned...

Not a great sign when the upload is higher then the download , since ISP's generally give up download but are tight as an eagles bum in a power dive on the upload.
Will you post the ping results to testmy.net , and as well google.com ? I would also recommend running the timed test ( auto speed test ) at testmy.net. Use the 12 tests or less to give you a longer testing period. If you would also run the ping to each of the three testing servers if you don't mind.
