I have been their customer since 2008 and have logged more hours with attempting to resolve my service issues than time I spend with my own mother!!!
Xplornet is NOT one of the member ISP's which would fall under the CRTC, so all of their "traffic shaping" they do, cannot be challenged through that route.
I have sent a complaint to the Maritime Better Business Bureau, as this is where their head office is located, although I live in eastern Ontario, and am waiting for a response.
Yesterday they sent the same 2 techs back who initially installed my service. They first found some problem with signal strength, but as soon as Xplornet's tower saw the tech's pc with the proprietary testing software, POOF... the speed was back to snuff. They did a "re-point", only to say that they actually did something, but an hour after they left with my signature on their work order, the speed had been throttled back to unacceptable limits.
Here is the link for filing a complaint with the Maritime Better Business Bureau, but be forewarned, their site and complaint information intake methods really suck, so be prepared for some copy and pasting.

Once the complaint is filed, I did receive a prompt response from the individual responsible at the BBB.
If anyone who is a dissatisfied Xplornet customer;
1) files a complaint with the Maritime BBB HERE
2) sends a copy of the complaint to their Federal Member of Parliament , you can look them up HERE
3) try to coordinate any and all discussions of these complaints here in this forum
If we can begin a cohesive complaint body while remaining lawful and objective, we may actually begin to receive the internet services we were sold and are over paying for.

I want to encourage EVERYONE that is not happy with Xplornet to do something about it don't just sit there and read all the posts about dissatisfied customers!! File a complaint with the BBB, send an email to the government, do whatever it takes. We need to start making some noise and if enough people join in we will be heard!
One thing I would stress though is to contact Xplornet's customer service with your issues and then file the complaints. I am one of those that gave up on their so called customer service and did not contact them recently which was pointed out in the response I got to my complaint! The important thing is that complaints are being made.

Why ever did I dump my 56K modem? The service cost only half as much!
If you could also do a 'upload' test to make sure your dish is still properly aligned. The upload should generally be around 125Kbps most of the time. Be nice if the download was also at a steady speed too(fast). But the Telesat Anik F2 satellite is sold out in various provinces. You just have to enter a postal code into Xplornets home page to see if it will offer a Kazoom, etc. package or not.

Xplornet has a new 'standard'. Most of the systems have been upgraded to show a 'bar code' of sorts for 3.5's, and the 900's and 2.4's are to follow the following:
dB > -75 for better speeds (-60 is higher than -75. It goes towards 0dB)
Jitter 1-3
RSSI whatever... like 1200 or something...
If your jitter is popping above 7 (like 13 or so) then you either have interference from your own house, other providers, or just a wiggling pole on your house...
If any of this makes sense. Take it into your own hands. If you grab the module, try to see if you get better service by moving it around on the house. Get someone to help. I mean, it's something that Xplornet should cover, but ... good luck getting a work order.
if you have the normal mounting equipment (like a bell or shawdirect grey arm), then it probably won't move around a whole bunch unless you have a 2.4 with a reflector dish, then it'll move more (like a regular satellite dish). It shouldn't make that much of a difference either way.
if you have the same mounting equipment but have it like... 10ft. in the air and no guy-wires, then your module is probably wiggling around in the wind like it's a hula hoop dancer in a marathon for the last to fall contest. That would explain a high jitter.
If you do have guy-wires, and your jitter spikes... then it's interference probably from other providers, or your house is just unserviceable and the installer was just trying to get the job done. You can turn on the 'spectrum analyzer' in the canopy page, so you can see the frequency's that are in the works around you.
You can find out what your module's AP frequency is in the status and such, and then see in the analyzer what frequency's are in your area as well. Maybe that'll give you some insight.
These are all things the installer should be doing to provide you with good service. Most of them don't.
most just care about getting installs done to get paid, and then they get work orders to go out and fix stuff, and screw around .... blah blah blah...

Thanks, Veritable. I am a new XplorNET subscriber using the new NLOS service in Ontario. The subscriber module installed on my roof prompts me for a username and password and I have tried "root" and the mac address but the xplornet page just refreshes and clears the username and password field as though I have entered the wrong information. Is there a particular syntax to use for the mac address or have the login requirements changed for these SMs? My model is 4M-CPE3000-PRO-1D. Thanks for any help from you or anyone else that can contribute.

I'm averaging 3mbps down, 400kbps up, 600ms latency on their new Viasat-1 service. Their old satellite was slow and cost much more $$$$. I'm on their standard package advertised at 3mbps / 500 kbps. I find their phone and email support very good. Doing Skype OK. No tower...phone freed up...no other options here...looking good. I'm just monitoring their connection reliability now usingTestmy.net.
