When I weld tanks I rinse out real good and wave a torch in the gas cap opening! After that you can do all the welding you want! Moving the petcock to the lower portion of the tank is a better place for it anyhow. I trusted a guy once because he said I rinsed it which he didn't and when I wave the torch across the opening it spun like a top. you can also put a hose from your exhaust pipe( duct tape in place) on the car or truck and use the fumes as a inert gas!

Bet that pop when the tank flipped made your " O-ring " pucker for a sec
Anyway probably best to grind the old layers of paint off after rinsing. I'm just going to put a standard valve in it , I'de like to see a pingle in there , but don't want to see the bill.
