Really Slow Speed

over the last few days i've noticed that my speeds are Very slow.  normally i get about 6 - 6.4M.  after calling tech support and getting about as far as i thought i would with it ("everythings fine on our end"), reseting my modem a couple times, and and way more reboots then i would like, this is what i get.

Download Connection is:: 1132 Kbps about 1.1 Mbps (tested with 3064 kB)

Download Speed is:: 138 kB/s

Test Time:: 2009/01/08 - 4:51pm

Bottom Line:: 20X faster than 56K 1MB Download in 7.42 sec

Tested from a 3064 kB file and took 22.172 seconds to complete

my connection is a 5M from Rogers and i use the TCP optimizer from Speedguide.net to get the 6M im used to.  ive tried to reset the settings using the optimizer again with no positive results.

ive run scans with Norton Systemworks, Adaware, Spybot SD, and Malwares' Anti-Malware with no signs of a virus. Heres a copy of my Hijackthis log as well.
