Surely it feels faster during a file D/L. I know mine did. So you got it running better then?

Have you tried bypassing the router? Take it out of the equation? Maybe thats the problem.

ok well im a retard and i forgot.... its raining here... haha and the rain "interferes" with the signal/speed and thats why its low....
signal strength is only at like 63%, but even on bright days, never gets passed 73%.
any ideas? i was thinking about trying to move the dish a little?
Add: Progeressivly getting worse? Lol.

I suppose you are on a KU satellite? If you know which one, you can Google to see if it's one of the ones that have electrical problems.
Bandwidth usage. Make sure Windows is not to go looking/downloading for updates other than during the FAP free time. 2am to 7am eastern time. Same for security programs.
Lock down your router to WPA and 128 bit encryption with a shared-key number combo, encryption and by MAC address and for the hell of it make static IP's. So no one is getting free Internet from you.
And with the Hughesnet information center in the modem( 192.168.0.1 ), you can do a tug pull test on the dish to see if you can get a higher signal to start.

Hopefully Hughesnets own information pages have the proper access site. I am not sure if it may of changed for the older units.

You can also have your router track usage, if the firmware supports it.
