I wasn't doing anything while uploading the packet.When i use bittorrent and my upload speed is at 17 kbs and my download speed is reduce to sh*t and takes around 20 seconds to load the frontpage at goggle , I was just seeding so it does not make any sense that my download speed was slower.I tried things like restarting my D-Link 604 router and unplugging the router and use the SBV5120 Surfboard to connect.Any help on this one?
Im using Optimum Online.

connect your modem directly to your computer with a ethernet cord and check both download and upload, powercycle your modem..im using...motorola SB5100

P.S. im also using opt online, ima check my speeds in a seconds

Using VanBurens Cablenut Settings Version 7.Picked  "WinXP_2K_CABLE_DSLWinXP_2K_CABLE_DSLMSS1460Cable & DSL 512 128.ccs"

use the OOL 10000/1000 settings, thats what your ISP is.

did you upload alot of stuff lately? maybe they capped you

it looks like u were capped, so call them up and ask them
