UPDATE: This issue is isolated to the original release of 2009 (8.0.0.357)
Here is the work around:

Today many users of our 2009 products are reporting the Web Traffic protection is blocking access to Google.com. Here is a workaround for this issue:
Open Kaspersky.
Click Settings in the upper right.
Click Anti-Malware on the left.
Click Settings... next to Enable Web Traffic protection.
Click + Add new item.
Type in http://www.google.com/* in the line and press OK.
Click + Add new item.
Type in http://google.com/* in the line and press OK.
Press OK twice to close the other Settings windows.
Close the main Kaspersky window and your web browser.
Reopen the web browser and try to get to Google again.
