Verizon DSL speeds are going down!!!!

Lately I been getting really slow speeds and I have the 3.0Mbps Plan with Verizon for about 4 years now. I called the customer representative and they couldn't fix it for me... I have the Westell 2200. Has anyone else had the same problem lately or has the same modem as me? I am located in NYC. Here are my speedtest results :angry: :angry: :knuppel2: :tickedoff:
