Verizon 7.1 mbps at 6.1 mbps? will it be 7.1mbps when its finished processing?

i ordered 7.1 upgrade at 3/05/09 and it should be done by 3/10/09 i received my modem at 3/06/09 =] put it in and i got around 6.1 mbps i was wondering when its finished processing will i get near to 7.1 mbps?
