Problems with servers in dallas

I am having a odd problem with my internet connection. For some reason any time i have to download anything from a server located in dallas or that requires me to go through level3's backbone servers in dallas the connection speed is much slower. For example if I perform a speed test to a server in dallas i get about 3Mbps during peak hours, however if I do a speedtest at the same time to a server in New york I get about 13Mbps. I have posted a picture of a reverse tracert using the tools on BBR.com to give a example of the problem. Any ideas how i should try to get this fixed? I get the feeling that if i call tech support for my isp they will have no idea what I'am talking about.

I bought a 2007 Elantra brand new not long ago. The car is not even a year old and has less then 9,000 miles. One night when I was driving home from work we were having some heavy rain all day. I was driving slower then normal to be safe, I was doing about 35Mph on a 45Mph road. On the way home I went through a large water puddle about 2 inches deep that I could not see coming immediately after this I heard a scraping noise. I pulled over and looked under the front driver side tire, the front fender splash guard was almost completely off hanging only by a single screw, I removed it and placed it in my back seat. After I got home i checked my car the next morning for any additional damages, I found that the front right fender splash guard was cracked but not as badly damaged. I brought my car to my dealership and they looked at the car and said it was my fault and I would be paying to fix it. I said that a vehicle should be able to handle going through some water at 35 mph and not have pieces of it fall off. The service manager said "Hyundai would go broke if we had to fix every piece of plastic on the vehicles" They refused to fix it and insisted it was my own fault that it happened. They gave me the 1-800 number for Hyundai who told me that i was not covered under there bumper to bumper warranty. I'am waiting for a call back from a higher up. Do you think this is fair, shouldn't the splash guard be built to handle some water hitting it? This is my first Hyundai, but not my first new car. I have a GMC Envoy and the customer care is much better, anything went wrong they fixed it no questions asked, the even have fixed some things since the vehicle has been out of warranty. I love my Elantra but I must say iam very disappointed with the customer service I have received. sry i need to vent lol!

Speed upgrade

Finally got another speed upgrade from my cable company, and believe it or not a price drop. The download speed went from 4Mbps to 8Mbps, and the upload went from 256 to 1Mbps. Here is a speed test I just ran. Not getting the full 8 but its pretty good for prime time. I know its not alot compared to most of the connections here but its pretty good for a town in Arkansas lol.

Powerpoint help

I was wondering if anyone can get this powerpoint to open up on a copy of office 2003 for windows. It was moved from a mac os x computer. My teacher would realy appreciate it.

Capped below advertised?

I have a cable internet connection that advertises 4.0Mbps down. I used to get this speed all the time, but recently my cable company was having problems with there bandwith provider (AT&T). They orderd more bandwidth but it also seems like the put all the cable modem capped at 3.7. I know thats its not a big diffrence in speed but should the cable provider be able to cap the modem lower then what they advertise? I am pretty much possitive its capped at 3.7 cause thats what I get no matter what time it is, and aslo it only started doing this after they sent the modem a new config file.
