what is the best to use when you have comcast 4meg and 389 upload but get it to 5meg the higher speed can someone help me with this problem

I was wondering if there is a way to tweak it and make it faster ? I"m suppose to get 4 meg and i'm only getting about 2.9 meg when i test any help or things that can help with this problem would be really appreciated thanks
