finishes at 223 when its suppose to be like 280 something is there any way i can fix this

hey guys ok i have the pro pacakge from sbc yahoo dsl 3mb down and 512kb up i get 2.3 mbps but the thing is whenever i download it downloads at 160 170 never goes above 200 why is that can any one help and i would take a picture of the screen but i dont know how to so help me u guys please thanks alot

i understand that but that much slower i mean i see other people with sbc pro package but they get atleast over 2.5 so thats why i was wondering if there was any other way to make it fast
