Old thread but remember people, there are many reason isp's run erratic speeds: mixture of materials before it hits the node, to central ph. switch on to termination server, back to host server in nano seconds, again running different pathways (fiber, copper, microwave aluminum and even satellite), So many elements are the reasons speed is always going to inconsistent.
