I have the new standard 4000/384 package and my speeds have been good since the upgrade in Colorado on 3/24/05.

The spec for ethernet is 100 meters (330 feet) so as long as your cable isn't damaged, it should have no affect on your speeds.

I have the 4000/384 standard package and so far, it's living up to it's speed claim.
