  3. Actually that is not quite correct, there was a usage cap (probably of 250GB) for some time before that. However the amount was unannounced and Comcast got some trouble for that. This resulted in the announcement of the specific 250GB amount in 2008 and finally a usage meter now.

    a virus that disables my network!

    Several Trojans do this (disable networking.... they're using it). Example: Conficker.b AKA downadup.b will do this. See it was sort of an experiment, the .c, .d, and .e variants make use of this to deliver passwords and other information to the bad boys.
