I'm gonna tell u a lil secret!!...The people here...most want 2 help u but once they get tired of trying 2 figure out what is wrong with ur connection...They are gonna tell u this..."THAT'S ABOUT THE BEST YOU CAN DO ON THAT CONNECTION"...Which is bu!!$h!T!!...I have had the same exact connection u have 4 about...2-3 years now and had the same problem u are having...so i've had 2 experiment... and these are the best setting i came up with so far...GARUANTEED 2 WORK!!!!

Alright... this is wat i got with these cablenut settings...all i did was change the Globalmaxtcpwindowsize to:511104,the Tcpwindowsize to:511104,and Tcp13230pts to:1
:::.. Download Stats ..:::
Connection is:: 225 Kbps about 0.2 Mbps (tested with 579 kB)

And i got these settings from doing the speedguide analyzer...
TCP options string = 020405ac0103030001010402
MTU = 1492
MTU is optimized for PPoE DSL broadband. If not, consider raising MTU to 1500 for optimal throughput.
MSS = 1452
MSS is optimized for PPPoE DSL broadband. If not, consider raising your MTU value.
Default Receive Window (RWIN) = 32768
RWIN Scaling (RFC1323) = 0 bits
Unscaled Receive Window = 32768
For optimum performance, consider changing RWIN to a multiple of MSS.
Other values for RWIN that might work well with your current MTU/MSS:
[glow=red,2,300]511104 (MSS x 44 * scale factor of [/glow]
255552 (MSS x 44 * scale factor of 4)
127776 (MSS x 44 * scale factor of 2)
63888 (MSS x 44)
bandwidth * delay product (Note this is not a speed test):
Your RcvWindow limits you to: 1310.72 kbps (163.84 KBytes/s) @ 200ms
Your RcvWindow limits you to: 524.288 kbps (65.536 KBytes/s) @ 500ms
MTU Discovery (RFC1191) = ON
Time to live left = 56 hops
TTL value is ok.
Timestamps (RFC1323) = OFF
Selective Acknowledgements (RFC2018) = ON
IP type of service field (RFC1349) = 00000000 (0)[move][move][/move][/move]

I think tha central office might be in Atlanta...and i'm in Albany...about 2 1/2 hours away... and ohh yesss!!!... My computer stays clean of spyware..adware...malware...anything that a ware the computer down!... I've got avg free and kerio firewall...wit all types of spyware...registry...and cleaning ish...so i don't think that will be a major problem involved..and i'm not behind a router...
