Had the same problem for a week solid. Has cleared up since then and getting speeds of 900down and avg of 45 up. My guess is the NOC is doing something on a rotating basis.

To explain a little further.........you had to type that exception into the proxy box because you have your browser proxied.  If you were not using the proxy then you wouldn't need to use the exception. There is a slight speed difference between the proxy and no proxy and there will be some web pages that won't work properly with the proxy on.  Just play around and see what works best.
