poor and really unstable speeds

I'm back yet again with another problem, the help I got last time for lag problems seemed to have fixed my problems but my internet is still sucking.. here's a recent test

I just subscribed to a regular rogers subscription so I'm not sure what my advertised speeds are but I'm pretty sure it's not this slow. On top of getting nasty speeds it also fluctuates violently from 1X faster than 56k around 88 Kbps to around 2200 Kbps as one of my best values but it usually stays around the lower ends.

but hooray...... my upload speeds seem to always be up to par.

I'm not sure what to get that trace test thing so if you guys give me the link I'll post what I get.

From the advice I got last time, I installed the xp sp2 and the fix, downloaded cablenut and am currently using VanBurens cable/winxp_2k/1500 mtu settings, i've downloaded and used ccleaner, i've downloaded and scanned my system with avast, i've used hijack this to close all nonsystem programs, i've tested my connection with DMZ turned on and off and there is little to no difference in speeds, i've got the lasted firmware for my router (using a wireless wrk54g linksys, but my computer is wired to the router).

Times in the first hop to the modem are too high.  Could be the PC/NIC, a bad cable, or bad modem.  If you have another enet cable, swap it out and trace again.  If you have another PC that you can hook up via enet to the modem, do so and run another trace.  If none of these make a difference, call your ISP for a new modem.

With a direct connection, you may be able to log into the diag page for the modem (try typing 192.168.100.1 into your browser's address bar).  If you can bring this page up, look for your modem's signals and post em.

this is a trace i did with a different enet cable, my browser speeds seemed slower.

i got my modem diag page and my signals are:

my cable modem worked fine at my old house, i never had issues with it back then, however i did start to do more torrent downloads lately i've heard that could effect my speeds could that be the case?

i'll hook up my brothers computer to the modem directly as soon as i get the chance. I also use static ips so I can port forward our torrent downloads. Does port forwarding or static ips affect speeds as opposed to obtaining my network values automatically?

Modem signals look good.  Trace is still really ugly.  Same story, bad news between modem and router.  When you ran the trace with a direct connect it was better, but still not acceptable.  

What you say about connecting another computer directly to the modem is a good idea.  Try a couple different cables, and be sure to run a trace if you do it.

Torrents really only affect your speed if you are downloading them, then they hog the bandwidth (but that's what you want, right?)

I wouldn't worry about static IP, that's just communication to the router, and port forwarding is cool too....it shouldn't affect the speed.  

Looks like a modem issue, but it will be easier to say if you can connect another PC.

That's right.  EMI creates interference with the signal in the cables, reduces quality and can cause packet loss.  SNR at the modem looks good, so the disturbance is likely between modem and router.  I would say that trogers has good advice in that you should relocate your modem and router away from your TV, and any other electrical devices, including each other.

sorry not sure what a NIC driver is? by reboot do you mean rebooting my computer?

i've rearranged my modem and router around so that their both 2-4ft from my tv and 2-3ft away from eachother. but i've ran tests and it doesn't seem to really affect my speeds. i've posted download and trace tests with my new getup for you to see and i've also posted some pictures of where my stuff are placed let me know if you can see a better way for me to set up my modem and router.

*cable jack is located to the left of my tv it runs behind the tv to reach my modem which sits of the floor between my tv and computer the modem then runs over by my computer tower and connects to my router which sits on the other side of my computer under my desk.

Just try uninstalling your NIC driver.  Reboot and the driver will reinstall.  Lets see what this does for you.

I doubt it is a NIC driver issue, because the NIC has no problem communicating to the router, and because the modem has difficulty with both router and NIC connections.

It's very possible that the cause is a bad ethernet cable, or a bad port on the modem.  Attenuation due to EMI is possible (too many electrical devices too close together).  Devices should optimally be at least 6 feet apart.

If replacing the ethernet cable at the modem, or spreading out your devices, do not work, I'd call your ISP for a new modem.

Fallow are the tests with the modem connected to my brothers computer just as bad?

In regards to the EMI would having my tv off still cause interference?
