Try this Network Diagnostic Tool during times of high and low speed.

In the last section of the Detail Report, you can check if the network based control throughput matches your comp's throughput. If the network's throughput is lower than your comp, you cannot do anything about the speed because too many people are using the service at the same period. In other words, traffic jams.

Here is an example of the report:

"Your PC/Workstation has a 62.0 KByte buffer which limits the throughput to 2.00 Mbps. The network based flow control limits the throughput to 2.04 Mbps"

I now can get speeds near to my advertised speed of 1 Mbps in my country, and perhaps 70-75% speed if I surf to USA.

During peak times, the network based throughput may fall to as low as 0.19 Mbps and my speed will then be 200 Kbps only even though my comp remains at 2 Mbps setting.

Broadband services in third countries often do not face high competition like in USA.

While there is keen competition among ISPs in my country and local speed is quite consistent, download speed to international sites suffers slowdown during peak time. Ths is because there is only one international gateway provider and it is a government-owned enterprise. All ISPs here have no choice but to use this gateway and that is the cause of the slowdown.
