Okay, first of all I have road runner high speed, and lately my upload speeds have been HORRENOUS. I have no idea why. Here are the results I get...

Your ISP's routers are set to ignore pings. We have to locate the problem by trial and error.

First main cause of speed fluctuations is electromagnetic interference. Check and see if you have some electrical devices (sound speakers, TV, phone set, etc..) .located near your modem and connection cables. If yes, relocate them 3-4 feet away.

I don't think that's the reason why because it's been happening at random times... but I moved them away anyways.

When upload speed is slow it can mean one of 2 things:

window registry for Tcp Stack is not config right, or

trouble in the modem.

We have tweaked your window registry and the problem still exists.Then your modem may be the problem.

I cannot do a diagnostic check on your modem for you but here is a guide on how to check your modem:

well i was just trying to help out my bro fix this.. i told him that i posted my results and he said he didnt care this place sucks and he didnt want to come back.............. and he just told me its working for him easy but not for me, so i guess it is a seperate thingies.. but idk its late and im not supposed to be on now
