Welcome to the forum, DigitalRapture.

Please start HERE, and try everything.  Looks like you could do without a few that are processes running, judging from the netstat.

Be sure to check out Cablenut.  If you have any other tweaking apps, clear the values and save the null state.  If you look in VanBuren's Cablenut Settings V.8, there is a Cable & DSL 10000 which would be perfect.

Ok. I ran MSConfig and deleted most of the startup programs. I also ran the Cable & DSL 10000.css file. I'm getting a little better speeds:

I imagine some of those established connections are affecting your speeds.  Try a netstat -ano (if you post, omit local address).  Notice the PID.  If you go to your task manager, processes tab, click view, set columns, you can check the box to show PID.  This way you can check out which processes are making those connections.

Yeah I've ran all the tests, I'm clean. I'll try the test again w/o my EZ Firewall on. No IM or P2P running. Also, my computer's role is set to a Workstation.. I'm sure this affects it..how do I change this, I forgot.

I was afraid of that.  Well, go with the Cable & DSL 10000 file.  Your trace shows really good route, so signal's good.  I imagine that if you are able to eliminate many of your running processes and connections, then your bandwidth will stop bleeding. 

BTW, i noticed the networking IP from netstat.  If you do a direct connection, then you will see higher speeds.  Routers process data, which takes (a generally small amount of) time.

Thanks for all your help, Fallow. When I got home last night, I noticed my computer had an error. Then, it shutdown, and since then, I cannot log in to windows. The error kept saying: "Boot from ATAPI CD-ROM", and nothing would happen. I even messed with BOIS settings, and asked a question at www.experts-exchange.com, still awaiting an answer. So I went out today and bought a new Gateway X2 4200+. :) Now I just gotta get this one 'up to speed'.

Problem solved. The previous tests on this thread were done directly to a cable modem. When I had the wireless network adapter connected, I was only getting 6Mbps. After checking the speeds on my new computer, (connected through the network adapter) I was getting only 3Mbps, but with the Vanburen's cablenut v8,Cable & DSL 10000 file, I'm getting 10Mbps. What a big difference this program, vanburen's settings, and a new computer make!
