Can you run a traceroute to wsidecar.apple.com?  This way you can compare the route, see if it is just a bad link on that Seabone network.

It's still running right now, the traceroute...24...that's usual?

Still seeing that spike...different network this time.  Looks like those might be typical speeds for an international exit from your country.

What you could do is ask your ISP if they have any files hosted locally that you could download to find your speed. What else you could do is host a mirror in your country and test your speeds that way ;-)

They have a place with "test files" at http://download.fibertel.com.ar/, to check the connection with the local server. Right now this is my stat with one of those files.
