Can you provide us with some more information, so that we can help you as best we can?  What are your advertised speeds?  What software do you have running?  Have you scanned for viruses/spyware, and if so, with what programs?  Have you tried tweaking?  Do you think Dr. Phil is full of it?  Ok, post up.

Judging from your reply #3, looks like you need cablenut to increase your RWIN to at least 128480.  You can do this manually by putting that number into the DefaultReceiveWindow field in the adjuster window.

You may want to decrease your MTU, as it may be set too high, depending on your connection.  What is the nature of your connection  (DSL, Cable?).  And where are you located?  Have you tried testing from different mirrors:  http://www.testmy.net/tools/mirrors.php

Furthermore, your traceroute doesn't look great.  What is the topology of your home network (what hardware do you have connected)?  Can you please powercycle and post another traceroute for comparison?

Just upgraded from 256 up/ 128down 6 month ago to 512 up /256down

I just did not see the change at all.....

I have set my RWIN to 128480. I will post my download and upload result ASAP.

For the decreasing of MTU, i dunno the step.

Hope that u can post a step-by-step guide to guide me along

You cannot directly change MTU using cablenut, but you can change the MSS (MTU - 40).  It is labelled TcpRecvSegmentSize and TcpSendSegmentSize.  Try 1452 and/or 1440.  See the attached picture (my current settings for 5120/512 cable).

Also, being on the Asia Pacific Network, you may have better luck testing against some servers closer to you:

It's a possibility that since you are located in an area where we don't have a server immediately available, you will not get results showing your advertised speeds.  Keep in mind that a 128 Kbps loss in results do to distance on a 512 connection has a much bigger effect than a 128 Kbps loss in results on a 10/1 connection.
