Speed dropped drastically

Help....please..I just got VOIP from MCI. My ISP is Cox. I used to connect at 4.1mps. Now it connects at around 700kps. My upload is almost as fast as my download. I called both MCI and Cox. Cox told me that there was a 15% loss and someone would come out sometime thursday. MCI said that with a max pause greater than 150ms they couldn't help with (my is somewhere between 250 and 1800). I just did a reformat Windows ME and the only thing I added was Dr.TCP (to raise my Tcp Receive Window to 50000). I am not even running my firewall right now.  Below are the results from the download and upload on here. Any help would be greatly appreciated.

MTU is fully optimized for broadband.

MSS = 1460

Maximum useful data in each packet = 1460, which equals MSS.

Thanks for the help FiberOptic. I don't know what I'm capped at, but I was downloading at 4.1mbs just a few days ago. Thanks for the IP tip. Here is a bigger test.

* Click OK to exit the Adapter settings.

Its on auto. I changed it to 10baseT (it was the only option I had that you listed). It actually made it worse (128kbs down). Is there a way to test my modem? I am also having troubles with active x. I went to the PCpitstop website and tried to test the active x and it told me it wasn't supported (using IE 6). I have checked everything in the internet options.

I bet it is something integrated with your browser. 

If you are running IE, try disabling your toolbars.  Click View --> Toolbars.  In here, all you need is Address Bar, Standard Buttons and Links.  Click to uncheck (disable) any others. 

If you are running FF, click Tools --> Extensions.  Here you should be able to right click and disable the extensions.  You'll have to reopen the browser after.

Here is an update. I had to contact MCI and have them force a new firmware version to my TA (VOIP). I don't know how long this will last....but I will use it while I have it. Here are the current results. It seems as though it was the TA all along. Thank you to everyone that replied to my situation.
