Hard-drive Hidden secrets?

My c:drive is listed on the cover as 250 gigs, yet i only have 232 max, i use to have 250 but then something went wrong after i reinstalled windows. And i think its a partition of 7+ gigs. but i can not delete to retrieve my 250 gigs back. has anyone had this problem before?.

232 what im left with

210 gigs free at the moment.

the connector is not on the harddrive so that take that away.

let me no of how to get into that spare memory.

Advertised free space is done in 1000 base, in other words your harddisk has 250.000.000.000 bytes. But for Windows/Linux/Any other OS that's not 250 GB, it less because they use a base of 1024. While it may seem cheap, both bases may be used, and any solid storage manufacturer uses 1000 because it's cheaper.
