What happened to my speed...HELP

I had a problem with my Norton Corporate Edition anti-virus so I uninstalled it until I could find the CD (I moved so I am still unpacking).

I downloaded AVG then I was getting an error stating I was missing avgl.dll or something with the English download, so I couldn't download it.

I now have Avast free version..but my speeds are horrendous....My package is Optimum with 15/2 and I regularly got 13/2 or sometimes even 14/2

Here is my download speed.
