it's probably just the usage on campus.. Here at the University of Sioux Falls the download  test is usually 3-4 mbps slower than the upload.. It's a hazzard of a symetrical connection when download is used x2 as much. For instance we have ~8mbps  both ways but right now (I'm looking at the packeteer front display) we're using 4 down and .8 up...
