I had DSL Lite from bellsouth which is 256KB, but I realized that I wasn't getting anywhere with the connection so I decided to upgrade to the 1.5MB which promised to be atleast 7X faster, but this test doesn't appear to be the case.

Bottom Line:: 7X faster than 56K 1MB Download in 20.08 sec

Tested from a 2992 kB file and took 59.045 seconds to complete

My upload speed is perfect, but as you can tell, my download speed is suffering. Could anyone help?

A little closer themike, but I would bet when Dlewis gets back, he will work on that for you. Since that is 1.5 DSL.

By the way do not test with  the 1013 or 1496 file test. They are too small, and may actually show poor results. Try this one, and clear out your temp files first.
