Bell Sympatico: Getting 180kb/s when "up to 5 Mbps" is advertised

IMy dad's been with Bell SYmpatico for about 6 years now. About 7  months ago my friends and I have been testing our internet speeds on this website. My next door neighbour gets 500kb/s and two other neighbours get around 450kb/s. I'm only getting 180kb/s. Bell Sympatico's Customer Support is very bad, they never try to fix anything unless we call to cancel our services with them. They always promise callbacks and Technicians to our house. They were all lies except once a long time ago someone came and couldn't fix the problem.

(A few months ago a customer support person was able top increase my speed to 300kb/s. We kept disconnecting about ever hour or so. Then they accidentally took out our internet card after a few day we got our internet back and the speeds are back to 180kb/s. Is it possible that I can't handle any higher speeds? I just don't understand how my neighbours are getting way faster speeds.)

I don't what to do, maybe you guys can help me out?

1. What OS are you running? Examples: Windows 98, Windows XP. If you have XP make sure you have SP2 installed! Also download the p2p fix for SP2 here

Answer:Im using Windows Xp Media Center Edition 2005

2. Who your Internet Service Provider (ISP) is, and what the advertised speed for download/upload is.

Answer: Bell Sympatico Download: up to 5 Mbps Upload: up to 800 Kbps

3. What tweaking programs you already have installed, and run this test.  Copy all text and paste it in your post! For security reasons, blank out your IP #.

I downloaded  Cablenut 4.08 and Vanburens cablenut settings version 9 . I have to use one of the Version 9 settings in cablenut am i correct? I don't know which one to pick. I got as far as CABLE_DSL_FIBER_DIAL-UPWinXP_2K_CABLE_DSL

ill try tcpoptimizer if this doesn't work.

have you done any spyware/virus scanes on your computer?

I dont know how this will help;

But can you get into your modem/router config pages, As that will show what speed your ISP has set you at!

Some ISP think they can get away with setting you at 2mb!

Its usually 192.168.0.1 or 192.168.1.1 to access them!

i forgot about that.

what modem to you have turk?

if it is a westell modem go to http://192.168.1.254 and look for downstream rate.

Ok I'm using SIEMENS Speed Stream 6520, i have a good Antivirus-NOD 32 and Spyware remover:ad-aware. I'll try and see if i can get into my router configs
