I think it's used for extra PCI power on some motherboards... used to be the mobo connection with AT form factor

Yeah basically.. It is offically called an ATX AUX Connector.. It is used on ATX/NLX 250-300 watt systems.  This was dropped when ATX moved from version 1.3 to 2.03. 

So what was it used for..?  It was used prior to the new 4 pin version to supply additional voltage to the motherboard.  Now with extended ATX, 24 pin (Standard ATX 20 pin connection + 4 pin), both are rarely used.
