follow these steps

1. What OS are you running, ex win 98, win xp, if you have XP make sure you have SP2 installed! Also download the p2p fix for SP2 here https://www.speedguide.net/read_articles.php?id=1497

2. What service do you have, what is the advertised speed for download/upload.

3. What tweakprograms you already got installed, and run this test http://www.dslreports.com/tweaks  copy and paste result URL  adress in your post!

4. What speed do you have against www.testmy.net and http://nitro.ucsc.edu/  also make a tracert, go to start-run type command and hit enter, type tracert testmy.net and hit enter, right click copy all and paste it in your post.

you retransmit packets, lets see if we can fix that by lowering your RWIN, if not, you need to run a linequality test

i modifyed the file, so download this one and overwrite the old one.

after that run a new speedtest with 1496 KB test and also a new tweaktest

also sign up here http://www.dslreports.com/tools and make a line quality test

its free

"Line Packet Loss Testing

Packet loss tests on your line, including identification of any problem routers en-route to you.."

copy result URL adress and paste it here, if you have a firewall, config it to allow ICMP traffic or disable it during test
