Connection difficulties

Well,here it is,my current download speed,27.51% of my hosts average! I have been researching and working on attempting to improve this.I have attempted to set up a static IP address however that hasn't worked as my gateway (linksys WCG200 ver.2) will not allow me to disable DHCP.I have checked for a firmware update and there isn't one.I have downloaded Cablenut and VanBurens' Cablenut settings but have not found enough info on using this program yet.I am more than willing to read/study on this problem if someone could just point me in the right direction.As a Tech in the telecommunications industry (installations and troubleshooting of video-voice-and data for COX) I understand that some of my problem may be in the node or tap which feeds my development,I have been unable to access the tap due to its location in my building (permission denied by management).I am getting good signal levels in my dwelling though,good enough that I do believe that there is a lot which can be done to improve my current situation.If anyone has suggestions or has encountered similar issues with this gateway I would very much appreciate your response.A complete guide to the use and setup of Cablenut would be helpful to start with as I have not been able to find one as of yet,so if you know where I can find one please let me know.  Help!
