Other then weather on both ends can also effect connectivity, I live in Washington and the NOC(Network Operations Center, located in Germantown, Marlyland), if I have bad weather I'm out till it passes through, then the same on the East Coast, even worse is nasty weather on both ends at the same time, usually doesn't last.
