Wireless Laptop Connection cycles on/off intermittently

My laptop (upstairs 2nd floor townhouse) intermittently connects then loses its wireless connection.  It always reconnects within a few seconds.  When connected the connection is shown as excellent with all green bars.  When connected the download speeds are approaching 15/2 as is should.

I have a new actiontec wireless router (MI424WR) on the lowest floor and have the antenna pointed horizontally. 

All computers on the network has been optimized for FIOS, all have been defragged, and optimized using both PC Optimizer 2.0 and Norton Utilities, registry cleans, etc.

I have repaired the Wireless connection several times on the 2nd floor laptop.  All to no avail.  It keeps on cycling on and off.

Anyone have any suggestions?

The Verizon tech rep suggested the antenna position, and moving the wireless phone from near the errant laptop.  I have not moved the phone yet.  That would be problematic, but not impossible.  In the meantime, if there is something I am missing about my setup, I would appreciate the information.
