Slow, fast, slow, fast connection :( mostly slow :(( Please help!

well if your capped at 64 up as well that would realy explain the ping spikes :s  running speed tests , maxing out your download (which uses upload) would eat your connection alive... SO im guessing the fast / slow thing is pretty normal then :S

max speed it got was about 9kB... min speed was as low as 6kB

the tweaktest at broadbandreports.com said something like "test applet read too slowly or RWIN much too small!"

should i change something or just leave it be?
