I'm just wondering if their is a way to actually reset your windows registry settings that actually affects your internet speed without reformatting your PC

Have your installation CD on hand, goto start > run > type "cmd" > then in the shell type  " sfc/ scannow " .

This will take quite some time. What this does is assure all system files are reset to there original status. You have to be careful when setting values within the registry, some of them can only be changed manually, so this may , or may not work for you.
