i'm confused on my connection

I have no idea what i changed, but i downloaded the cable nut program and ran everything i did that vanburen said in his vista post...i used the "WinXP_2K_CABLE_DSL" in version 9 and i picked the 1500mtu folder and then used the cable & dsl 6000 CCS... i tested my download speeds and it still sucks at:

WHICH I THINK IS WAY AWESOME FOR ME! I tested both 3 times, but i'd rather have a better download speed than upload, but if i can have both it would be awesome. I need some help with all of this stuff please help me to make my download speed faster, but keep my upload at what it is right now! THANKS!!!!
