download speed difference on two computes connected to the same router

I have two computers connected to the same router. One is running Vista and has a download/upload speed (Verison Fios) of 19.2/4.4 Mbps.  The other machine is old, running XP and has a speed of only 10.2/4.4. Can anyone help me find the problem. The old machine now has a new driver for the ethernet card and a virus scan shows that it is clean. I swapped cable and changed location on the router to no avail. Please help. Thanks.

If I had to guess it would be the tcp settings on the XP box, as the default values simply weren't set for broadband as we  know it now (unless you're in rural america, australia, or any other place where broadband is very broadly defined).
