Format Vista & Install XP

I have dell vostro 1015 laptop vista instaled but i want to format it and install xp but laptop can't let me do it i try to install it and i don't know why installation stoped

If you want to totally erase the hard drive before trying to install XP use Boot & Nuke. I will get rid of everything and then you can do a clean install.

It is a Bootable CD; thus, it can be useful even if the primary operating system cannot be booted.

Hiren's Boot CD has an extensive list of software. Utilities with similar functionality on the CD are grouped together and seem redundant; however, they present choices through UI's differences and options in what they can do.

use the harddrive manuf format util and then load the os discs

this bootable cd is a very good tool for formatting hard drives and testing

Do the above, but the reason it will not allow the install with Vista loaded is it detects a newer OS and does not allow a downgrade.  So as mentioned above you will first have to get rid of Vista completely then you can install XP.
