your ATT looks good , Short line , the SNR is fixed by as it says by the noise on the line ,

there are tools that can change the SNR , all they do is hoodwink the Dslam  at the exchange , 8.5 is a little low , in the UK it's normaly around 12-15 dB ,

depending on your router  there is a tool to raise it to +20db , but that causes a decrease in sync speed , most folk are going the other way to 8-9dB for increased speed ,

I can haul mine down to 6dB , but the packet loss becomes so high it ain't worth it ,

another aspect of low SNR  can be  internal house wiring ,

Sorry I can't help with voice over IP with a ISDN/annex B  , ( no experience )
