Linux vs. Windows speed

On my network, I have a Windows 7 (ethernet) machine that testmy.net reports about the speed that my ISP says I'm paying for. ( I appreciate this site so much!)

2 Linus boxes (ethernet, same router) that report about 1/3 of what the Windows box reports.

 

I have decent equipment, Arris Surfboard 6183, Netgear AC 2350 Nighthawk, all with short (< 6') runs of new cat 6.

All up/down is suspened on all machines when I test.

Browsers are up to date.

 

Anyone with a clue?

Six machines, Slackware 14,  PCLinuxOS, Mint 17.1, Slax, all up to date...

Run on the mint box command line:

uname -r

 This will print the kernel version.

You may be fluent with this, not something I would know so please excuse me if so.

The latest  kernel; right now is 4.5.0

[edit] I'll take a stab at it and say the machine is running a 3.13.x variant
