I can't vote on the upload speed test.....when I got to the place to vote no buttons where available to select to register my vote.....but unfortunately the test seems right I get 3-9 kbs upload.....averages being 4-5! I can only get 500KB/s from your site but when I test from speakeasy out of dallas, texas I am able to get 1200KB/s For servers closer to home I get up to 3000KB/s (my max upload speed).
