download verses upload

I have a stange problem....the problem is,as my download speed goes down,my upload speed goes up.

My connection is 1000/128,but it ranges from 1.4 mb down to the upper 100Kbs at times.

While my up load is from 198 to the middle 300s.

I have not figured this out,so can anyone tell me why this is happening,and how to fix it?

If  u has  for instance  verizon  1.5Mbps/384Kbps  is typical.  I have the same  problem  also  but its  server problems  with  yahoo for instance.  I tried to download  a game  off of  yahoo  and  it was only  going  at  90KB/s  compared to my usual  384KB/s.  And then I go to  MSN games  and download  a game  and  it  shows  400KB/s.  So  it may be a server problem  with certain websites.

As you can see,my upload is close to my download speed,sometimes the upload is faster.

I have the 1000/128 mb connection package from cebridge.

No router,runing winxp, i have tryed every tweak i can find.

I have called cebridge a number of times,i feel like i get the run around............i'm about ready to go back to dial-up,at least i would get what i pay for.
