new computer performs at 10% of old computer

I would REALLY appreciate some help here.  I recently purchased a new computer and using it sitting next to my old computer using the same network the new one has a download speed of 257kbps (14% of ISP) while the old one is at 2557kbps. 

I've followed all the suggestions on the two stickys.  I'm stuck and have tried everything I've seen suggested.  Any help would be very much appreciated.

That tracert is horrible. It looks like it's a problem on the rouse to the site somewhere. It could be your ISP.  Are you having trouble accessing other sites besides testmy.net

HP is sending me a new computer, so I hope it doesn't have the same problem.  I don't think it is my ISP or router because my old computer and my wife's computer are just fine.  I think it is the WiFi NIC, if I plug in hardwire ethernet, I'm running just fine.  Thanks for the responses.
