I did VanB's tweaks and I ran a batch file that I found in another post... and here is what I got

my dl before I re-installed my OS was dead on 7.8Mbps and closer to 7.9...Now I get only 7.5 and that is good considering what I was getting later last night (only 7.35mbps)

I went to http://nitro.ucsc.edu and did there test, and it says "Other Network Traffic is Congesting the Link"  I have run that test multiple times sinse yesterday and can't get better than 7.13Mbps....Can someone help me?  Is it possible RR can be faster than the cap?  I just want my 7.8 or 7.9 speeds back! :)  Thanks for all the help

alright I loaded the 8000/800 one and it took my speeds WAY down

If you are directly connected to the modem with slow speeds, you can try to reset your TCP/IP.

For WIN XP:

-click start

-click run

-type: cmd

-click ok

-type: netsh int ip reset resetlog.txt

-hit enter and wait for it to finish (it will bring up another command line)

-restart your PC

You can also restore your IE 6:

-open Internet Explorer, click Tools, click Internet Options

-under the General tab:

Right now its all good, I did the above and restarted, and did what Van said too,  Thats the fastest it has ever been and the scary part is it was even faster it tested out at 8.2MBps over 1mb downloading everysecond :)
