SYMPTOMS: On a Windows 98 Second Edition-based computer that is using networking software that is implemented as a Network Driver Interface Specification (NDIS) intermediate driver, one of the following symptoms may occur:

The computer may stop responding (hang) during startup or shutdown.

Your network throughput and overall network performance may gradually decrease, sometimes to the point that the computer hangs or becomes completely unresponsive to network requests.

To correct the problem with Windows 98SE computers only, download the fix below

you know, it just may be the fact that your going via USB, instead of NIC card.. because when i first got my cable ( roadrunner as well) i didnt have a NIC card, and the technician who was installing the cable said i needed one , because these toshiba modems run incrediably slow via USB. so i paid the 20 bucks for the new card :|..... you may want to do the same.

so im guessing if i take the average my download rate should be somewhere around 2950 or something
