My internet connection is acting VERY wierd.... [NEED HELP!]

So I am having terrible speeds today for some reason.

Bottom Line:: 5X faster than 56K 1MB download in 30.12 sec

Diagnosis: May need help : running at only 6.32 % of your hosts average (comcast.net)

I have a 5.0 package in my area and this past month I have been having terrible speeds.

I called comcast (which is my host) and told them to take a look at my connection, they said that my latency was over 1000 and I was having a 20% package loss. So had a tech come out and he took a look at everything. He installed a new 10/100 EtherFast pci adapter for my ethernet connection. (I am using linsys) And then the package loss was totally gone and had an incredible 6.3 speed tests on this website. I then woke up this morning booting up my computer and noticed everything is back to where it was. My speed is HORRIFIC and I am not able to do anything whatsoever except browse the internet and post this.

I am hoping to see if there are any answers on this board, and to see if anyone has been in this situation not knowing what to do. I have tried repairing my connection. Restarted my computer and modem. Checked the wires. PLEASE HELP.
