Sudden loss of speed

I download a lot of stuff and in the last day or so I've noticed a really bad drop in download speeds, from around 600-700KB off download.com to around 65 to 75.  Bittorrent is suffering as well.  I've tried virus scans, adware/spyware scans, vanburen's program with a number of settings and system mechanic 6's "net booster".  None had any significant impact and sys mechanic actually seemed to slow me down.  The oddest part is only my download speed is fubar'd, the upload (confirmed here and elsewhere) has remained normal. 

At first I suspected this was the result of hardware failure or something on their end, but because it is only a download issue I figure it has to be some setting or driver problem on my end.  Any tips you guys might have would help me a great deal.

Recently a video card fried my old PSU, I'm hoping it didnt damage the onboard NIC, which I doubt since upload speed is fine.  But im no expert on networkings, so I am here :)

I changed the setting to 10/half duplex and then power cycled comp and modem.  I'm using XP but I found the setting myself in device manager :P

The results are still a little flaky but this is clearly an improvement.  Should I even worry about the rest of this?

I would definitely keep it comin. 

First off, make sure your registry is cool, try ccleaner found here: www.ccleaner.com

Download, update and run SpyBot S&D: http://www.safer-networking.org/en/index.html

Download, update and run Ad-Aware: http://www.lavasoft.com/support/download/

I would also suggest trying an online virus scan, such as http://housecall.trendmicro.com/

Finally, when you PC is clean of crap, get cablenut (info found HERE) and apply VanBuren's setting which is closest to your advertised speeds.

I figured out which settings best suit my connection (6000/384) and the new results speak for themselves
