hmm didnt know that, but my friend that used to work at sbc said that the only way to get results is to call and bitch alot, that's what i did, eventually they will send you to the NOC(the people that can uncap the bandwith). the engineers set up the speed and the noc does the rest. i called and asked them i needed to speak to an NOC represenative and oh they were shocked lol. case in point, after that call, my speed INSTANTLY shot up to the 5mbps level so im satisified. this is just my story so hope this helps ppl lol.
