I have ROADRUNNER TURBO 10Mbps Down/712kbps Upload. Why do I get different speeds from different test sites?

am behind router, havent used cablenut not sure what CCS is and have no router update. only increased RWIN to 131400.

ran virus scan ad ware scan and cleared temp & hist.

and used some windows tweaks to stop stuff like sound and someother stuff from running in background changed global sixe in registry.

have RR (nc.rr.com) winxp home networkeverywhere Wireless-B (wired not wireless use) NWR11B Router and Motorola SBV4200 VOIP Modem. hope this helps?
